Hmmm, is it possible that the affected users do NOT have an SMTP address specified in the CMDB? Check that unter Configuration Items\Users. Or is it possible that affected Users have external Mail addresses that are not managed in your organization? Then
Mail relaying could be a problem.
Also check the workflow unter Administration\Workflows\Status. Maybe you can get more details there ...
