    This is not within the ADM(x) Templates. This is inside the sceregvl.inf
    file which will show it´s settings in local security settings like
    security options and user rights assignment.

    You can extend /all/ local sceregvl.inf files and re-register them again
    on all "old" computer where you want to edit the GPO or simply use a
    Win8.1/10 Client with RSAT or a 20012R2 memberserver to edit GPOs.

    Or set the Registry Key with any other technic you like.
    (GPP registry, Script, selfmade ADM)

    HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System
    "NoConnectedUser" = RegDword

    0 = This policy is disabled
    1 = Users can’t add Microsoft accounts
    3 = Users can’t add or log on with Microsoft accounts
