Just upgraded to Windows 10, received the 'Office Access Runtime and Data Connectivity 2007 Service Pack 3 error 0x80070643' message. Running Microsoft Word Starter 2010.

Hi,
Unfortunately under Office Access Runtime and Data Connectivity 2007 Service Pack 3 system requirement.
Supported Operating System is
Windows 7, Windows Server 2003, Windows Vista, Windows XP

You need to run newer version of Office software and you could get more effective suggestion by other experts who familiar with design of Office fron Technet office forum. Your understanding is highly appreciated.

I have the same issue.
I had previously installed
Microsoft Office Access Runtime (English) 2007
and
Microsoft Office Access Developer Extensions (English) 2007
to provide support for an old database for a friend.
In general, the Access 2007 database works fine on Windows 10, but then this update started to bug me with repeated failed attempts to install itself.
In desperation, I have tried the Microsoft Update troubleshooter tool from here:
How to temporarily prevent a Windows Update from reinstalling in Windows 10
and after scanning it detected that "Office Access Runtime and Data Connectivity 2007 Service Pack 3" update has issues and offered to hide it, and I agreed to that. I hope that it won't return anymore but who knows...
