Sizing is a dark art, there is no one right answer. You should start "minimum" specs, i.e. perhaps 24GB vRAM per SharePoint Server, maybe 32 - 64GB RAM for your SQL Server.
For the actual upgrade, see https://docs.microsoft.com/en-us/sharepoint/upgrade-and-update/upgrade-to-sharepoint-server-2016

Hi ManojKumar468,
You could refer to this article to deploy your SharePoint 2016 Farm based on your needs:
https://docs.microsoft.com/en-us/sharepoint/install/planning-for-a-minrole-server-deployment-in-sharepoint-server
In SharePoint server 2016, both SQL Server 2014 and 2016 are supported. And then Microsoft supports the two operating systems for SharePoint Server 2016 installation:
Windows Server 2012 R2
Windows Server 2016 Technical Preview
You can refer to the article Hardware and software requirements for SharePoint Server 2016:
https://docs.microsoft.com/en-us/sharepoint/install/hardware-and-software-requirements
The following link could guide you how to upgrade from SharePoint 2013 to SharePoint Server 2016.
https://docs.microsoft.com/en-us/SharePoint/upgrade-and-update/upgrade-to-sharepoint-server-2016Regards,
