NPS server unavailable, clients are restricted

Is there any way to set a policy where, if the NPS server is unvailable or offline.. Clients are still allowed full access?
In my test environment, clients are restricted if our NPS server is offline.

In DHCP enforcement you can do this , the setting is in the IPv4 Node properties , under NAP tab.

Hi,

Using DHCP enforcement, you can enforce health policy when a computer attempts to lease or renew an Internet Protocol version 4 (IPv4) address.

You could also refer to the following article for test.
