Hi Cherif,
We also could use it through Settings app > Time & Language > Region & language to change the display language. But some part of components might also show as the previous language after you change through settings. This measure can't change system language completely. If you want to change the system language, I recommend to choose the proper language in clean installation language setup step.

Hi Cherif,
What operating system you are using? Windows 7 or Windows 10?
Before you add new language packs to a Windows image, you must remove any language packs from the Windows image that you do not intend to use.
If you have added language package to offline image, we could use it after deploy it through performing a clean installation on device.

It is Windows 10, the source,
no language packs were added before ,
the added language pack could be used through clean installation, then how coud be used if i need at any time to change from the original language pack (en-us) to the added one (fr-fr)?

then, adding language pack offline doesn't help a lot getting it available anytime to switch back and forth between languages.
i'll consider it as an answer and not satisfied with .

Hi Cherif,
It is just a little part which can't change it's language after you change through Settings. (Most of the symptom occur in Start Menu.)
I tested on my side and create a capture for you. (change system language from English to Chinese)
