Hi all,
Thanks for reporting the issue and apologize for any inconvenience this has caused.
This problem has been escalated to the Product Team and it is under investigation. Currently the issue is seen to affect Outlook 2007 and Outlook 2010 after installing the following KBs:
Outlook 2007: https://support.microsoft.com/en-us/help/4011086
Outlook 2010: https://support.microsoft.com/en-us/help/4011089The September PU was a security update so it is not recommended to remove them but understand the circumstance. I'll post back as soon as we get any update on this issue.

Hi All,
This issue is fixed now.
Please follow the instructions in KB 4011086 to uninstall it, and then install KB 4011110.
By the way, support for Outlook 2007 is going to end on October 10, 2017. Then Microsoft will not provide support for Outlook 2007, including security patches, non-security hotfixes, and incident/assisted support. To continue receiving assisted support and security updates, our customers may upgrade to Outlook which are in mainstream support (Outlook 2013 or Outlook 2016).
