I am looking migration steps or documentation or blog for migrating SCCM 2007 SP2 R3 to SCCM 2012 R2, again it is possible to migrate SCCM 2007 SP2 R3 to 1511 or 1602, finally migration document from SCCM 2012 R2 SP1 to 1511 again

There are no complete Migration Guides which bringes you from A to Z, covering all aspects. You should first know what exactly you want to migrate.
And yes, you can migrate ConfigMgr 2007 SP2 directly to CB 1602, so there is no need for 1511 or even 2012 (R2).
