You cant block file transfer for external users only im afraid, if you disable file transfer you disable for all users.
You are able to prevent file download in meetings for federated and anonymous participants by changing setting in conferencing policy but i dont think this is what your after.
I dont believe you can also add a file filter to the edge server role as in your PowerShell listed the identity should be the site name defined in SfB. You can set file filters at a site,Front End Pool and global level.
