still looking for ways to track opened emails RRS feed

i have been tasked to send a test email to the whole organization. such test email should report back to the sender, the HR people, who opened the email. now this is easy if only the read receipt is not being disabled by some power users.

i have toyed with the idea of forcing read receipts thru group policy but the issue there is everyone will receive receipts for all emails they sent.

i have tried several Outlook addons available but they require an Internet access for the email recipients. unfortunately, our security policy is so restrictive that not everyone have Internet access.

i am now down to implementing my own solution. i'm thinking, if i can embed a image in sent emails maybe this embedded image can have some code behind it reporting to our server on who opened the email. but my question is, i would then have to allow Outlook to automatically load embedded images. regardless of source?

    just thinking out loud here.
