    As far as I know, there is no such group policy to completely lock down PC. You might need to configure variety group policy settings to restrict each application or item depending on your requirement.
    For example, if you want to restrict user running application, you might need to configure AppLocker or software restriction policy.
    If you want to restrict user accessing control panel, you could refer to Group Policy settings for Control Panel as below: https://technet.microsoft.com/en-us/library/ee617167(v=ws.10).aspx
