In addition to Dave, please also do the following things, check if it could be of help:
1. On the problematic server, please clear SoftwareDistribution folder. To do it:
1) Stop windows update services;
2) Delete or rename SoftwareDistribution folder;
3) Start Windows Update services;
2. Restart BITS service;
3. Try reset windows update components:

4. Check the windows update log in C:\Windows\WindowsUpdate.log, check if there's any error.
