Windows 10 Domain Profile Issue - Edge & Other Microsoft Apps Disappear, Settings Won't Open

Hello,
I've seen this previous to the 1709 build of Windows 10 but in the past couple weeks it's been cropping up almost daily across my organization. At random, we have users whose Edge icon goes blank in the taskbar; in addition, any other built-in Microsoft apps they have pinned seem to do the same (Calculator, Store, etc.). Edge does still open and work, however, if you open a URL from elsewhere (desktop shortcut, for example). Settings also cannot be opened from the Start menu button, though right-clicking Start and choosing Settings does work. We do not use roaming profiles so these are domain profiles locally stored on the machine.
If another account is logged into the affected device, that account works fine. If the affected user's account is logged into some other device, it works fine. However, I've been unable to find any way to fix the affected user's account on the affected device without reimaging it. If you delete the profile and sign back in, the issue persists. I've gone as far as deleting the profile, manually deleting what remains in C:\Users and then combing through the registry to delete any leftovers but that just caused other issues while also not fixing the original problem (if there's a good way to 100% remove a user's profile in Windows 10, I've yet to find it). Microsoft's answer in the non-domain realm of computing seems to be to create a new local account but that's not going to fly in a Domain setting. I can't find any rhyme or reason as to why this is happening, nor have I found a way to fix it when it does.
As I said before, the problem seems to have been getting much worse in the last few weeks, which coincidentally is also around the same time many of our users starting upgrading to build 1709. Has anyone else seen this and had better luck finding a fix?

If so, here I suggest you perform an In-Place upgrade using official ISO:
If your Windows is Home or Pro edition, obtain the ISO file from the following webpage:
https://www.microsoft.com/en-us/software-download/windows10
If it's Windows Enterprise or Education edition, obtain the ISO file via the MSDN subscription or Volume license Center.

So this issue only occurred on specific user account on specific device, right?
Firstly, now the latest one is Windows 10 1709 (OS build 16299.125), please download it manually and install it to see if it can resolve your issue.

Meanwhile, run the following commands to scan and fix the system files:
sfc /scannow
Dism /Online /Cleanup-Image /RestoreHealth
If the issue persists, please remove one affected device from domain and do In-Place Upgrade for it to see if the it can resolve the issue.

Thank you for your reply. I've tested with one particular user and here's what I found:
- KB4054517 was already installed on her PC and it did not fix the issue.
- I ran both commands as administrator. Both completed successfully but neither fixed the problem.
- I did not attempt removing the computer from the domain and performing an in-place upgrade (I'm not quite sure what you mean by that...I'm assuming reinstall/repair/refresh Windows?). If I were going to go through all that trouble, I would rather just reimage the PC in the first place.
A couple interesting things I noticed - Her Calculator icon has been restored in her taskbar. The other icons remain blank but do work when clicked. Settings, however, still will not open from the start menu. It's possible the installation of the Windows Update KB you had mentioned fixed some of this.
Any other suggestions?

Hi Todd.
I found that for some icon show "ms-resource:appdisplayname " if you right click it, click More ->Share, then it takes you Microsoft Store page.
And then click Pin to start and Launch button, (Or Reinstall button if it's available) and then exit.
Afterwards, go back to start menu, it will disappear normal and can be launched fine
Please have a try.
In addition, please disconnect one test computer from domain to check the result. And In-Place upgrade somehow likes refresh.

Sorry for my slow response; I haven't had much time to deal with this issue as of late. Unfortunately, I'm not quite sure what you're referring to. We're not having issues with icons in the Start Menu; the issues are with the taskbar as can seen with Edge in the following pic:
In the Start Menu, the Settings gear doesn't work. That's the only issue there.
I will say, I've seen this problem morph since I originally posted it. As previously mentioned, many of this user's icons have restored themselves (though not Edge). Also, all of her icons work even when blank, though for some users they don't work at all. The Settings gear is the only one that never works for anybody. I've also noticed that some users are unable to search or even type in the search bar, but some can. It's all very strange, and it's all profile-specific.
I did remove one user's computer from the domain and it made no difference. I'm still not sure what you mean by doing an in-place upgrade; are you asking me to perform Windows recovery? I'm really looking for a less time-consuming way to simply fix an affected profile on an affected machine. If I were going to reinstall Windows, I'd just as soon reimage it and start fresh.

I tried your suggestion of performing an "in-place upgrade" via a USB stick containing Windows 10 v1709 and I can report that it did work. However, I was not able to do so while the PC was off the domain; it gave me an error stating that the product key couldn't be validated. It also gave me this error a couple times while on the domain but I eventually got it to go.
In any event, while this did work, I find this to be a pretty poor solution. We have many users that have been affected by this and it's not realistic to go around to each one of them and essentially reinstall the OS in order to fix it. It's a shame that Windows 10 doesn't have the profile tools that older versions of Windows used to have (such as applying a default profile to another profile, or completely wiping a profile from a machine).
Regardless, thank you for your time and efforts in assisting me. I'm hopeful that Microsoft will build more administrative control over user profiles in future updates to Windows 10.

Karen have you made any headway on this? EVERY SINGLE ONE OF MY IMAGES ON WDS ARE DOING THIS NOW. as soon as i join the domain, they are corrupted. The local admin profile works great, its just once you join the domain and create a user profile on it, its SHOT. MICROSOFT. i paid 499 for a call to you to help me with imaging , and this was originally with sysprep issues not working because sysprep was being corrupted with the microsoft store updates, so i ran your tool to remove microsoft store apps, and now this, the image captured, but, nothing will work on it, icons are white, startmenu doesnt work you cant type in it, you cant open edge, you cant change default programs. UGH so frustrated, and i was told i would be credited the 499 and now i havent gotten that either. so my credit card is charged 499$ and i still have NO GOOD IMAGES this is holding up our entire pc replacment program for quarter 1 . It's been a long time since I've looked at sysprepping in Windows 10, but if you're using the local Administrator account as the basis for your default user profile, we could never get it to work if Administrator ever even opened the Microsoft Store app before running sysprep. Essentially, there had to be NO - ZERO - ZILCH Store information in the default profile; if there was, everything would turn to mud just as you're seeing. I've never heard of a tool to remove store apps after the fact but it might be best to just start over without ever opening the Store in the first place.

We have the same thing happening for us. Random profiles are missing majority of the "packages" in their profile. This would include edge, etc. The issue for us is office365 won't activate.
Do you have any headway on this?

I am see this too, I did a system recovery and set the trouble profile user up first to solve the issue. the 2nd computer I setup I see the same issue. The first profile works fine and user profile that the computer is for doesn't. I am just starting to deploy Windows 10 into my environment. I have to find a solution for this.

Could this be because the domain user doesn't have a Microsoft account? Edge and tiles don't download, I even get a message" Can't log you in try logging off and back on or contact you administrator" message. I have seen this with two computers.

We're using Windows 10 1709 with similar issues.
Did anybody found a solution to these issues, we are experiencing similar issues on our domain computers.
Some of user profile works and get edge but others don't see Edge icon. Our is an education institution with thousands of share computers. If I would move same student having issues on one computer to another computer it works for him/her.
Only solution I found so far is to delete user profiles which load new working profile next time user logs in but issues re-appear eventually.
Any help will be greatly appreciated

Bringing this back to see if anyone has learned anything.
I do images for a school division so I do a basic image and roll it out to dozens of domains.
In all of our schools my 1803 April Update build is working fine for everyone, if I install that same image and bind it to the tech center or central office any user gets the search bar hanging, no access to the settings gear, Edge will open up but fail to load and website and will eventually crash out, and Internet explorer will not load.
If under the affected user I go to IE in program files and run as Admin it loads fine (don't see an option to do this for edge).
If I log in as Local admin everything works, if I log in as domain admin everything works, as soon as I try another domain user.. fail.
This seems to be a response to the server/profiles/policy but I've yet to find a solid link.
I came to the machine here at my school that is working and I printed my gpresult for user and computer and will compare them to the ones that are not working to see if anything stands out (the profiles are not roaming but I do believe some things there attempt to redirect some documents)

Inplace upgrade to 1803 seems to fix issues but I had to delete corrupted domain profiles. I will do more testing tomorrow and post my outcomes. I found windows app store corrupted on computers with missing profiles..

OK, I finally did a search for the errors in my log and I did find a solution that worked.
It was as simple as logging in as domain admin, deleting the profile of the local admin and magically it started working on all users, applied it to 10 machines not working and it fixed every one of them.

I tried deleting administrator profile but it didn't help. I basically deleted Local Administrator profile from control Panel Under System. Issues on specific machine was missing Edge on task bar.

Thanks for the info it was very helpful in troubleshooting an issue I had with dual boot high Sierra and win 10 1803 on a Mac, same problem as listed on Windows side and deleting local admin account fixed new user profile issue, also found another issue with new profile on PC when you login new user and they need admin credentials to do something it retains the access of the admin credentials.Tuesday, August 28, 2018 9:20 PM
