    Is there a report available or how can I generate a report that will allow me to compare project 1 against project 2 each with its assigned resources to help me determine which project based on resource availibility?

    Are you using System Center Essentials to manage the Project Server?  If not, please use the forums that Tim posted for the questions of Project Server.
