New WSUS server configuration

  Recently I have configured a new WSUS server in my domain, and approved all security and critial patches.. everything goes fine but when i run Microsoft baseline security analyzer in one of the client machine and monitored the report, it shows still some security patches are missing most of the missing patches are for .net framework, and one for developer tool. the patch for developer tool is KB2538243 unfortunately this patch is not listed in my wsus server. can anybody say why it has not available in my wsus server ?
  
  and one more dbt, is it really needed to install .net framework patches in client os ?
