i sort of hesitated to download this registry, because it involved adding the file to the system and risk unwanted changes..
nonetheless, i decided to download it since the problem has been extremely frustrating and i have yet to found a solution..
and thankfully...it worked. it solved my problem and windows explorer no longer restarts if opened.

here's what i did and would recommend to people who have the similar problem.
- I clicked the link
http://tinyurl.com/2o3852 and proceeded to download it.
- Access the file by double-clicking it.
- It will confirm whether you want it to be added with the registry files, allow it.
- After it has been completely added, restart you computer!
hopefully if all goes well, your problem will be fixed like mine!!
