In Outlook 2016 this message opens up and blocks out (in the preview) 7.30 - 12.00 (which is GMT but by then will be 8.30 - 13.00) and in the When bit correctly shows 8.30 - 13.00. It just so happens that this event is actually in Helsinki and so the 7.30
threw me off track because in BST that will be correct however either way the 'When' and actual blocked time should tie up together and they don't.
So a) Is Outlook aware that the event is in Finland and adjusted to 7.30 correctly (accounting for BST) and (b) the "when" preview time and preview block time should both be the same and arent.
On further research I believe this is because the person generating the entry omits (for whatever reason) the Daylight saving element of the VTIMEZONE bit which is what throws it.
