You may not have appropriate permissions - on all networked drives as Administrator

I have a new server 2003 hyper-v box, patched with all MS updates and I went to install SEP
AV from a network drive but can’t launch the .exe file. I get the following: <o:p></o:p>"Windows cannot access the specified device, path, or file. You May not have the appropriate permissions to access the item."<o:p></o:p>
I’m logged in as the domain administrator<o:p></o:p>
I can copy.exe files to the desktop/root of C: and run them, but not from the network locations.<o:p></o:p>
I tried 10 locations and 10 different programs.<o:p></o:p>
The server is in the same OU as all the other domain serves, no special GPO applied.<o:p></o:p>

I think its the same "A server contains the softwares collections this folder is shared in the network. I tried to install a software in an another server, the software setup file is taken from the software collections server share.The share have full control access to the user. The same user have admin rights in the local machine too (which i tried to install the software).
But i am unable to execute the .exe file. If i clik the .exe file means it shows me the following error. "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

On the first link - Server 2003 doesnt have a block/unblock tab
On the 2nd link - This was first noticed when trying to launch my AV so there was no AV installed prior to problem.
On the 3rd link - IE enchanced secuirty was removed and this dod not resolve the issue.
