One of the things I have noticed while working with Swedish characters on Exchange 2013 is I have to normally copy them from the display name itself within the policy to have it applied, So you try doing it for a single character first. Also make sure only one policy is being applied to the recipients object in question.

What address is it getting? Are you sure the correct policy is being selected?

The policy is working in Exchange 2010 SP3 , but not for Exchange 2013 mailboxes.
It is adding Swedish character Ö to OE as per microsft default process.
It should remove Ö and add only O but it is adding OE.

Once more thing when i create a mailobox in exchange 2013 it stamp wrong email address.
if i run the command from Exchange 2010 erver it fix the email addrss
update-recipient "alias"
If i run this command from Ex2013 nothing happened.

Hi,
From my understanding, the policy “%röo%rÄa%Åa%g.%s@abc.com” you’ve set is want to use o replace ö, use a replace Ä and Å, if I’m right, the EAP should be as following:
Please correct it and apply it and then check the results.
Best regards,
