  • Do you have any BITS throttling in place?

  • Sounds about right. Check here on local machine and Group Policy

  • Is it possible to include the whole log file?

  • Did this ever get resolved? I'm having the same issue but it's only at One site\location. Throttling is enabled for all machines\boundaries. We only have one client configuration. Bits is running on the machines.

  • We were having the same error on all Windows 10 machines:
Download Update: A recoverable error has occurred.  A retry attempt will be made.

We fixed it by starting/enabling the Windows Firewall service. We had pushed out a group policy to disable this service on all Windows 7 machines which worked fine with System Center. Once we went to Windows 10 System Center ground to a halt. I am assuming BITS requires the Windows Firewall service on Windows 10.
