KMS on a virtual 2008 R2 Enterprise SP1 Server

I have KMS installed on a virtual 2008 R2 Enterprise SP1 server. I am able to install product key for either Windows 7 or Office 2013 to the client, but am unable to activate using KMS. I am getting the error that No Key Management (KMS) service could be contacted. I have tried to install SP2 so that I could apply the KMS update I keep finding in other posts, but I also keep getting an error there saying that the SP2 download I am trying to install doesn't apply to my machine. Thanks in advance for any advice, suggestions, tips, info, etc.

No Key Management Service (KMS) could be contacted point to;Toubleshoot errors from each event id 12288 associated with the activation attempt.

have you configured DNS correct and opened TCP port 1688 on firewalls?

For the required KMS VL keys please see https://technet.microsoft.com/en-us/library/ff793406.aspx
For Windows Server 2008 R2 NO SP2 exists. SP1 was the first and last SP for Windows Server 2008 R2.

There is hotfix available to fix this issue,
Please downoad install appropriate hotfix from below link
