Merciz, continued use of profanity is a quick way to earn yourself a ban. You have a right to feel upset, but expressing it by violating the Code of Conduct is not permitted.
If you are comfortable with command line, you could use icalcs to reset all permissions on the files in question on drive D with something like:
icalcs D: /reset /t /q /c
As the files and folders will take inheritance from D:, be sure D: has appropriate permissions.
If you get errors, you can also take ownership for the Administrators group with takeown:
takeown /f D: /a /r /d Y

You should be able to take ownership of the old files by right clicking on the directory, going to properities, security, advanced, click "change" next to owner and select your account. Check the box for "Replace all child object permissions..." Then click "ok"
This guide should help if you have further questions:

You can take ownership with a registry hack, follow these instructions.
If you want to limit yourself even further, then by all means go full Mac. But if you're frustrated by not being able to admin your computer correctly - I'd highly suggest staying away from those kids toys. Just sayin'

all i want is to get ahold of my files.. i had to copy from the external that is connected to the old computer with windows 7 and paste it through the network.. but right now i don't have enough room for all of the files.. and if this is the case then i need to purchase a new external for the new computer! basically i'm doing it the hard way! so yeah i'm fustrated with windows 8.1 right now! instead of just blocking everything.. why not guide people through the security options in an easy to understand way when you install windows ? everything has to be complicated with microsoft! so yeah i might switch to something else!

Did you even follow the instructions I linked? Or are you just here to moan and complain about something that can be fixed with a little effort? I assume you used your old external drive with Windows 7 and now you're trying to access it with Windows 8, probably with entirely different profile security settings and you wonder why you're having issues?
By all means, switch. Just let me know how long until you realize how limited you really are with Macs and decide to come back.

i followed them to the letter. it would not do anything like what you told me or what you linked me! that is my problem! it simply would not let me do it! limited with macs ? how so? for what i need it's perfect! though extremely expensive. thats what my beef with mac was. my beef with a pc is this... why make an operating system so difficult you can't even fix the issue ? and that i STILL have to fix the problem in the most difficult way?
the reason why i'm angry should be obvious by now! call it complaining if you want but you should know that veting out anger is a good way to calm down! and i suspect you are guilty of the same crime yourself!
security settings are messed up. it's as easy as that! and if you or anyone else can't give me options to fix it then i have litterally tried everything i can!
