According to what I know, these are known compatibility issues and there is no 64-bit MS Access PDBC driver (take a look at the thread at
http://social.msdn.microsoft.com/Forums/en-US/netfx64bit/thread/dfbd0406-bc69-436e-998b-7fc454012f91/).
I suggest you to rely on virtualization: if you own Windows 7 Professional or Ultimate, download and install Windows Virtual PC with XP Mode (http://www.microsoft.com/windows/virtual-pc/)
to get a 32 bit Windows XP Professional SP3 environment in which you can install and run your application; otherwise, download an install a virtualization program like Microsoft Virtual PC 2007 SP1 (http://www.microsoft.com/download/en/details.aspx?id=24439)
or Oracle VirtualBox (http://www.virtualbox.org), create a virtual machine and install the operating system you need to run your application.
Remember that you must own a valid Retail license for any operating system you want to virtualize.
