bcp47mrm.dll is missing from your computer

On a Windows 7 Pro computer when trying to print an e-mail whilst in Outlook I get the message in the title.
This has not happened until very recently.
I have tried all the suggestions that I have seen (sfc, dism, Cleanmgr) but to no avail, and it is not on any other Windows 7 machines that I have access to. I have, on another machine, downloaded a (Dubious?) copy of this dll and placed it in the required folder, but now the message is that the msvcp_win.dll is missing.
Can anyone tell me how to get hold of a good copy of bcp47mrm.dll (And any associated dlls) and also to tell me where this should have been available from in the first place?

As per your question about getting hold of a good copy of bcp47mrm.dll, I did much research but cannot find any officially recommended way to do this.
But as regards to the new error that "msvcp_win.dll is missing", please try to run sfc /scannow again to check if it can be helpful.
Besides, since the error occurs when try to print a message in Outlook, please try to change different printer, for example, try printing to PDF and check if the issue persists.
It is also suggested to checking for and install all available updates for both Windows 7 and Office to see the result.

Some information for you:-
Outlook - Part of Microsoft Office Home & Business 2013, current version 15.0.4859.1002
Windows - Version 6.1 (Build 7601:SP1)
All fully up to date with updates (KB4284842 and KB4291493 just applied) with no hidden updates, but one update has consistently failed over several months - this is the Intel Corporation - Display - 12/14/2017 12:00:00 AM - 10.18.14.4889 update, giving error 80070103 (I'm not sure this is relevant, it is just for completeness).
The error shown in the headline occurs when printing from within Outlook to a HP LJ 200 colour MFP M276n printer but not when printing to a HP Colour LJ Pro MFP M277 using PCL6.

Hi.. I got this error too. with windows 7 pro. tried SFC and no good. I got network attached printer with a screen print program-appache4 I believe. also get msvcp_win.dll error then I get win32error.code:995 this all happened about 6 months ago. I'm hoping any info can help us. lol
