I'm trying to upgrade my Python from 2.7.1 to a newer version but no matter how many versions I install and reboot the old version remains.
1. How do I upgrade my python, https://www.python.org/downloads/?
2. Also, what exactly do the dev settings do in Windows 10? At first, I thought this was the problem (not enabled) but I still wasn't able to upgrade.

Unable to install Python 3.5 on Windows 10
When put into Developer Mode, Windows allows you to more easily test apps you’re developing.
To access it, head to Settings > Update & Security > For Developers and select “Developer mode”.
Microsoft reference literature for further help and support:

I marked this as the answer but basically this is an adhoc/3rd party solution. I don't know if I'll actually use this.
Can I just unistall the Microsoft Python and replace it with my files?

I need a better solution for this. Windows will not update the Python version. Can I uninstalled this version and then try again without damaging anything?
