Need help with utf behavior in Windows Powershell ISE RRS feed

    I want to be able to execute Perl one-liners with Korean (utf8) from a Powershell ISE console in Windows 7.  PS ISE is, by the way, very nice.

    Saying 

    perl -e 'print qq(한국);' in Unix bash print the Korean

    Saying

    echo 한국 in Powershell ISE print the Korean (of course chcp 65001 and $psISE.Options.FontName = "Any Font Supporting Korean/Unicode"

    Saying

    print perl -e 'print qq(한국);' in PS ISE yields

    ??

    I'm fairly confident this isn't an ActiveState Perl problem.  There's something else going on.  Perl Monks on Chatterbox recommended doing something with utf8, utf16 and Win32::API, but I don't understand.  Anybody out there have any ideas to help me?
