Did CUP goes to 100% all the time after a minute?
We could update anti-virus program which is on Exchange server to latest version to check if the issue persist. We could refer to the following link:

Notice: this is a link about Exchange 2013, but it is adapt for Exchange previous version.
In addition we could follow Martin’s advice that check if there are any errors in event id and post this error to
ibsexc@microsoft.com for our troubleshooting.
