Connect IIS Manager to a site with a SmartCard enforced login RRS feed

  • I am trying to configure access for one of our web developers to connect to an IIS server running Server 2008R2 and IIS 7.  My main goal would be to provide this developer access to the server in IIS manager, without assigning him to the Local Administrators group on the server (this is considered an unacceptable level of privilege creep).  As best I understand it, this is not possible; so, my next goal is trying to assign this user enough permissions to connect to the site in IIS Manger and this is where I am hitting a stumbling block.  I can assign the user the permissions to manage the site (https://technet.microsoft.com/en-us/library/cc770968%28v=ws.10%29.aspx) but when trying to test the connection, I am following the procedure at: https://technet.microsoft.com/en-us/library/cc771167%28v=ws.10%29.aspx but step 6 poses a particular problem for us.  Our user accounts require a smartcard for interactive login and therefore the password is not known by the user to enter in this field.  Unfortunately, I can't seem to find a way to get IIS Manager to simply use the currently cached login credentials.  So, I guess I have a couple of questions: 

    1. Is there any way to give the user permissions to manage the web server without Local Admin permissions?

    2. How can I allow the user to connect to the site in IIS manager, while utilizing smartcard login?
