    You can try to enable the below 3 settings in group Policy and it will enable desktop locking

    User Configuration/Administrative template/Control Panel/Desktop

    Screen Saver - enabled

    Password Protect Screensaver - Enabled

    Screen Saver Timeout - Enabled and specify the time
