"Can not complete this action" Error when creating a sitecollection in sharepoint 2007?

  Hi

      i am new to sharepoint. Created one webapplication.i am trying to create site collection with collaboration team site in sharepint 2007.But getting the following Error.

     "Can not complete this action" .

     Please Help me.
