Cannot add permissions for built-in administrators group

    As said that, DOMAIN ADMINS is an AD group which automatically gets put in the local administrator group on any domain member.

    DFSR migration and must be run by a user who is a member of the built-in Administrators group in that domain. All DCs are automatically members of the built in Administrators group

    You could log in to domain controller as Domain admin or Enterprise Admin to do FRS to DFRS migration. And with such account migration, the permission should be not affected.
