Do you mean a database backup?
SQL 2019 will work with a database in SQL Server 2008 compatability.

Did a quick Google Search and MS doc explicitly states:
Backup and restore: A backup taken on SQL Server 2008 or SQL Server 2008 R2 can be restored to SQL Server 2019.
----------------------------------------------------
So, you should be fine using the latest and the greatest version of SQL Server (and will have a chance to test MS Doc).
