Adding user permissions for cmd.exe in vista

  Hi,
  
  Does anyone know how to add a new user to the permissions for the cmd.exe executable on vista.
  
  I am trying via
  properties->security->edit->add
  ->select user object
  ->ok
  ->ok
  
  I am trying to add the following users:
  NETWORK SERVICE
  IIS_IUSRS
  
  however when you click the final o.k I just get the message:
  "Unable to save permission changes on cmd.exe.
  Access is denied"
  
  I need to do this as it's a known resolution for allowing the php fastcgi module to call shell_exec
