  The latest service pack for Windows 7 is Service Pack 1 (SP1). Double check your operating system.

  
  For Vista SP2, download RSAT for Windows Vista.

  The purpose of using RSAT is to connect remotely via MMC to servers instead of having to login them via RDP.
