Can enable users from the control panel, but Insuff_access_rights from Powershell

  Hi,

  Deploying SfB in a highly restricted domain, I am able to enable users from the Control Panel, but receiving the following error when enabling from the SfB Management Shell:

  "Insufficient access rights to perform the operation 00002098: SecErr: DSID-03150E49, problem 4003 (Insuff_Access_Rights), data 0"

  My account has CsAdministrator and CsUserAdministrator rights, but nothing else.  Inheritance is enabled on the accounts (linked mailbox accounts in resource domain model).

  What other permissions do I need to be delegated for User Administration?
