How did you try to install the client? Which method and parameters were you using?

1603 is a generic Windows Installer error that just means something went wrong. You must examine the client setup log files -- ccmsetup.log and client.msi.log -- in detail (not just at the last few lines of the log file) to determine a root cause.

Is the issue isolated on one machine and another works ok?
Check dependance services of SCCM, Windows installer and WMI. Take a look into this article: http://www.devinstall.com/2009/05/error-sms-advanced-client-does-not-support-per-user-installations/
