hi all thanks for taking the time to reply to this thread - Microsoft eventually resolved this issue - they created a new OAB - reconfigured IIS then restarted file dist service - from what I could see there was much more in the middle but this is basically what they did.
Thanks again

First of everything, verify that user mailbox is not configured to hidden from GAL
Try to verify the GAL from OWA(or Outlook in online mode) to see if the use is appearing.
Try update-Addresslist cmdlet to update your GAL if it is not updated(http://technet.microsoft.com/en-us/library/aa997982.aspx)

Hi HyperNoddy,
Exchange 2007 or Exchange 2010?
If the new created user appears in GAL in OWA, please try to update the OAB first:
Update the Offline Address Book
http://technet.microsoft.com/en-us/library/aa997684.aspx
After that, restart the Microsoft Exchange File Distribution service on the CAS server and try to download the OAB again in Outlook.
If it still doesn't work, please follow the blog:

Hi HyperNoddy,
1, Did you check the GAL in OWA? What's the result?
2, Please make sure OAB Generation works to narrow down the issue:

There are a multiple reasons for why an Outlook client can receive the 0x8004010f sync error.
Please see:
Outlook clients receive error 0x8004010f when downloading the Offline Address Book
http://blogs.technet.com/b/exchange/archive/2007/04/19/3401966.aspx
How many users have the sync error?
Please try to re-create Outlook profile for one user to test first:
Control Panel->Mail->Profiles->Show profiles->Remove

it is for approx. 15 users - the users use cached mode in outlook - the users also quite often move desks therefore move computers meaning they each have an outlook profile on more than one machine, I feel this is quite messy!
a profile rebuild would not be an acceptable solution as this would need to be done on 15 machines and there is the chance it will need doing again the following day or the next time they change computer.

when I change the send receive not to download the oab this error does not appear
creating a new profile does not resolve this error.
what can I do with the oab on the server to resolve this?

hi, yes this is happening on all machines on the network which is approx. 15. I cannot see any errors in the logs
I am yet to follow the steps suggested, I will try and get this done today
thanks again for your time
