You need to enable “Network Discovery” and “File and Printer Sharing” in “Network and Sharing Center”. To do so, launch “Control Panel\All Control Panel Items\Network and Sharing Center”, click “Change
advanced sharing settings” in the left pane.
If the issue persists, please let us know if the printer can be used on a Windows XP client. Also please let us know if the computer is in domain or workgroup.
