Installing KB967723 fails with Error Code 80070426

Question

I'm trying to install the KB967723 update on a Server 2008 (R1) SP2 and the installation keeps terminating with error 80070426.
I downloaded the standalone installer for KB967723 (for Server 08, not Vista) and have continued to receive the same error message.
As I've googled around for this error, it seems linked to the Software Licensing service not running. I've restarted that service and re-validated Windows and there's been no change.
The WindowsUpdate.log entries related to the execution of this Update are included below. Any help would be greatly appreciated!

I suggest trying to the following steps to troubleshoot the issue:
Step 1 Disable firewalls or other Internet browser programs that can affect the Internet connection
===============================================================================
The following programs can affect the connection to the Windows Update site and I suggest we disable or even uninstall them:
Bitdefender
Spyware Doctor
Norton Internet Security
Freedom Firewall
ZoneAlarm Firewall
Download Accelerator
GetRight
Browser Blaster
BitTorrent
eMule
If you have any other similar programs, please also temporarily disable or uninstall it to test the issue. Please understand that we are disabling these programs only for the purpose of troubleshooting and we can re-enable these programs after we finish troubleshooting.
To protect the computer during the troubleshoot process, I suggest turning on the Windows Firewall. Here are the detailed steps to do so:
Windows Firewall
----------------
1. Click the Start Button, in "Start Search", type "firewall.cpl" (without quotes) then press enter. This will generate the Windows Firewall application.
2. In the Windows Firewall window, Click "Turn Windows Firewall on or off" from the left panel. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
3. Select "On (recommended)", and then click OK.
Step 2 Rename Windows Update Temporary folders
=================================
1. Click Start, in Start Search item, type: "notepad" (without quotes) and press Enter.
2. Copy the following commands and then paste them into the opened Notepad window:
net stop wuauserv
net stop Cryptsvc
cd /d %windir%\SoftwareDistribution
rd /s /q DataStore
ren %windir%\system32\catroot2 catroot2.old
net start wuauserv
net start Cryptsvc
3. After pasting the above commands, please close the Notepad window. Choose Save when you are prompted to save the file. Type "register.bat" as the file name and choose Desktop from the left panel as the location.
4. Refer to the Desktop and right click the register.bat file, then choose Run as administrator.
5. You will see a DOS-like window processing.
If the issue persists, I would like to confirm whether you can install other updates.

1. Press the Print Screen key (PrtScn) on your keyboard.
2. Click the Start Button, type "mspaint" in the Search Bar and Press Enter.
3. In the Paint program, click the "Edit" menu, click "Paste". Then click the "File" menu, and click "Save".
4. The "Save As" dialogue box will appear. Type a file name in the "File name:" box, for example: "screenshot".
5. Make sure "JPEG (*.JPG;*.JPEG;*.JPE;*.JFIF)" is selected in the "Save as type" box, click "Desktop" on the left pane and then click "Save".

How to collect the WindowsUpdate.log file

1. Click the Start Button, type "WindowsUpdate.log" (without the quotes) in the Search Bar and Press Enter. We will see a file named "WindowsUpdate.log"
2. Now click on the "File" menu and then click on the "Save As".
3. From the left panel, click "Desktop" and click the Save button. The file will be saved to your Desktop.
