Hi OSGO,
1. Which account do you use when installing Microsoft SQL Native Client, if it is not Admin account, then test if Admin account could work;
2. Please check if you are running anti-virus software and other third-party applications, if yes, turn off them and try again;
3. Run sfc /scannow to check if there are corrupted and missing system files on your computer.
