  • I am assuming you have configured E- mail server in sharepoint CA and PWA both

The Issues List is a SharePoint list in a SharePoint site that has specific
links to the Project Server database - namely, that you can click on the
Links button when creating a new issue, and select tasks from the project
schedule to link the issue to - or that PWA will display open issues in the
PWA Risks & Issues page. However, the Issues list shares the same e-mail
alert engine as the rest of the SharePoint elements - and not the Project
    Server e-mail configuration.

E-mail alerts in Project Server (PWA > Server Settings) are only tied to
actions taken strictly within the scheduling engine or the PWA main page:
task assignment changes, status reports, task status updates.

Please configure alert and reminder for resource as per the link on PWA

    http://technet.microsoft.com/en-us/library/hh767487(v=office.14).aspx

after configuration it will send the notification.

  • Srini,

By default, Tasks is the only list that send emails to asignee. Issues and Risks lists do not send emails when assigned.

You can put in a small workflow to achieve this. Take a look at this blog post of mine, I did long back.

  • As i have explained in above reply E-mail alerts in Project Server (PWA > Server Settings) are only tied to actions taken strictly within the scheduling engine or the PWA main page:
task assignment changes, status reports, task status updates.

The following user actions can generate e-mail notifications:

    • Publish

    • Reassign Tasks

    • Task Updates

    • New Tasks

    • Overdue Tasks

    • Status Report Requests

    • Status Report Responses

    • Overdue Status Reports

    • New Issue is Opened

    • New Risk is Opened

    • Issue Assignment

    • Issue is Modified

    • Document Changes (New, Delete, Modify

    • Task List Delegation

    • Queue Job Failure

Issue assigned to resource in project site is a part of sharepoint :The Issues List is a SharePoint list (which is not related to project server )in a SharePoint site that has specific
links to the Project Server database .

    either

You can click on the Links button when creating a new issue, and select tasks from the project
schedule to link the issue to - or that PWA will display open issues in the
PWA Risks & Issues page. However, the Issues list shares the same e-mail
alert engine as the rest of the SharePoint elements - and not the Project
    Server e-mail configuration.

    Or

You can go with Prasanna Adavi' approach ( workflow).
