Hi,
Have you tried resetting the send/receive file (<profilename>.srs) to see the result? To do this, exit Outlook, find and rename the .srs file by appending the file name with a ".old". By default, the .srs file are stored
in the following location:
drive:\Users\%username%\AppData\Roaming\Microsoft\Outlook
In addition, are you using a virus scanner on email? If so, please try temporarily disable it and then see if this issue continues.
