Internet Explorer 7 software package deployment installs but reports as failed to server

I downloaded the IE 7 exe from MS and created a software package for it to run through SCE. It successfully notified the user that ie 7 needed to be installed and runs the installation. Once complete (and successful) it asks the user to reboot the pc and then immediately halts the automatic reboot and the update shield reappears in the task bar, trying to install ie 7.
If you restart the pc it still registers in sce as failed (detailed status attached): Installation Failure: Windows failed to install the following update with error 0x80070643: Internet Explorer 7.
And the pc will try to again run the setup. I have compelted the initial configuration screens of ie 7 hoping it would then register as installed but that does not make a difference.
This is my first software package attempt so I don't know if it's a client side issue or the package is bad or not. This has happened on the three pc's I've tried deploying to. The ie7_Main log is below. ANy help is appreciated.
