Cannot start Windows Server Backup Utility, 2012 R2

I am trying to configure backups on my 2012 R2 server, I installed the "Windows Server Backup" feature through server manager, but upon restart the wbadmin utility is nowhere to be found.

The server has not been activated yet, I was wondering if that would stop me from using wbadmin?

Would you please tell me if you could open the utility 'Wbadmin' with the command line?

Installing the network load balancing feature at the with server backups feature fixed it.
