Can some one tell me exactly how to setup administrator account?

You must be logged on with an existing Administrator account.
Open Control Panel / User Accounts.
Select 'Manage another account'.
Select 'Create a new account'.
Type a name for the account.
Select 'Administrator'.
Click the 'Create Account' button.
On the next screen, select the new account.
On the next screen, configure the account the way you want it to appear and create a password for the new account.
You must log off and then log into the new account you just created to finish creating the account.

There should be a button to the right of the message named 'Mark as answer'. Only the person who started the thread can see this button.
