  If you have Azure AD Premium P1 licenses, you can use Azure AD Connect Health for ADFS. Even if you don't use Azure AD, or even if you don't use ADFS for Azure AD. You just need the licenses for it. Then you install an agent and it will monitor and notify you when something is wrong.
