We cannot use Add-AppxPackage to install apps on another disk directly, Add-AppxPackage doesn’t have parameter to choose installation location.
However, we can change the app save location, then all new apps will be installed on the specific location(your second HDD)
Navigate to Settings->Storage->Change where new content is saved.
