When I open an app such as roblox, or spotify on my computer, why does the hand change to a fist and not allow me to click anything?

I have a samsung chromebook, used. and recently, when ever i open an app this happens; It'll load, but as soon as it does the mouse changes into a fist as if its grabbing something. I really have no idea how to fix this, if anyone knows please let me know.
