We are looking to setup Exchange 2016 on a new Windows 2016 server. Are there any robust steps to install Exchange 2016 from scratch in this scenario?

I would suggest to search in forums, because Exchange 2016 CU3 on Windows 2016 is not stable, the IIS crashing and some more bugs still exist. If you are doing for testing purpose then you can test and give your feedback.

No much difference between Window Server 2012/2012 R2 and Window Server 2016, so you can refer to this blog for deployment

Only E2016 CU3 can be installed on window 2016. Any other version is not supported.
Use .net framework 4.6.2 which is a default installation in w2016.
We have not posted any blog yet but we will post it soon on MSExchangeGuru.com.

You are right Yahya, this is I was reading also.
I always wait for at least 6 month for an OS before deploying it, even more when it comes to Exchange and SharePoint Services on new OS.
