Mail gets forwarded, but I cannot find a rule

A user in Exchange (Office 365 mail) isn't getting any mail. I sent a testmessage to the user's mailbox and did a message trace. I noticed that the mail was forwarded to another mailbox.
I looked at the forward rules in the setting of the Outlook Web App, but there was not any.
Also I looked for rules in Powershell with:Get-Mailbox | select UserPrincipalName,ForwardingSmtpAddress,DeliverToMailboxAndForward
but it said False.
Is there some other setting to forward mail?

also check outlook using the mapi tool for any corrupt rules.

Hi,
did it return any value for ForwardingSMTPAddress for the mailbox not getting mail? That and False to the third parameter would cause exactly the behaviour you're describing.

Check also the ForwardingAddress, inbox rules, transport rules, delegate permissions. The message trace details should actually show why the message was forwarded.

Agree with Vasil and Edward, there may be exist some hidden rule, in addition, please try to refer to the following blog and thread to use MFCMapi to delete invisible or corrupted rules:
